Or if you really dont care about retaining tha exact dimensions then just go into photoshop and open a new project as - 80px by 80px...then just copy and past tha image you want onto tha new 80px template and save as a low quality gif or jpeg......thats what i usually do in a hurry and its works fine.

I usually use Paint Shop Pro for resizing pics quickly, it works great. For free programs, I guess the one Wings posted is good enough.
