Hey my church is trying to make a pre-production studio in it, and i am the sound tech at the chruch so they automaticly came to me, i told him that we already got the mixer to tract out to a 32 track mackie, we got eq's, and fx's, i said all we need is the hardware, he is a hands on kinda guy like me and he wants to bang his drums out, so i told him about the mpc-1000, he really was'nt feelin it, so i told him about the mpc-2000xl you can get a used one for about the price of a 1000, with maxed out memory and 8 outs, then we need synths, so i told him we could go with the motif or motif es rack, or we can get the roland fantom rack they are both kinda good, only reason i said racks because we got a keyboard to control it with, now we need to track it out, a computer, i ultimatly went for a built one, and told him the spec's we need and stuff,

so what i am askin you guys would this be aight just for a little studio in our church and anything else that would be essential for him,

we don't have a budget yet got to talk to the pastor, but i would say from 2000 to 3000 dollars

I think that's fine. If this is to be used for making "church" music, I would choose the Motif over the Fantom, as the motif sounds are more organic.
Instead of a PC, there's also the possiblity of buying a harddisk recorder w/CD burner.
Instead of an MPC, there's also the possiblity of a PC, a sequencer program and an MPD-16.

What about speakers?

yea, we are going to be making hip-hop but it will be for gospel rappers well his beats will, and when i told him about mpc and he was siked up about, that but what kind of hard disk recorder are we talking about, and thats what i forgot to monitors, but i pretty much now what type to get, other than that if you said its fine then cool

With a hardisk recorder, you just record it to there, instead of a pc. Trouble is that most come with mixing functions and effects etc, so they are quite expensive, and a PC with a recording program will be cheaper. Also, you already have a mixer and effects. However, you could try looking at the Fostex VF harddisk recorders. They are not that expensive.
I would go with the PC though, I just wanted to mention that option.

ok well i am goin to check that hard disk recorder out if he does'nt like it we will most likely go with a pc, and maybe cubase. to track out to,

or get the Protools M Box (cheapest version of Protools). thats meant to be v. nice.
